Job Description

This position serves as the Executive Officer 1 within the Motor Vehicle Division's Bureau of Investigation & Identity Protection.   The position will have a primary role in the Salvage Vehicle Theft program, Odometer Correction program, be responsible for the Bureau’s information line of communication for the public, serve as the Bureau’s liaison between internal and external partners, and supporting the Motor Vehicle Division's facial recognition program by providing assistance to the Bureau's facial recognition analyst in a fast-paced division.

Your Responsibilities:
As a new team member, you will report to the director of the division's Bureau of Investigation & Identity Protection and support the deputy director along with (17) fraud investigators. Under the direction of the Bureau director, you will manage several key program areas that are specific functions carried out by the Bureau of Investigation & Identity Protection. You will also participate in the development, testing, issue tracking, providing instructions and training to users on system requirements and functions of several software applications designed for law enforcement agencies.
 
Additional responsibilities include:

  • Maintains highly sensitive confidential records and criminal intelligence related to criminal investigations.
  • Assists the Bureau Deputy Director by assigning criminal cases for Title and Registration, Dealer Compliance, Iowa Driver's License, Odometer Compliance, and Miscellaneous criminal investigations. 
  • Analyzes criminal intelligence.
  • Serves as the liaison between Motor Vehicle Division Bureaus, County Treasurer personnel, customers, and Bureau Investigators. 
  • Assures appropriate management of inquiries by gathering background information and writing an appropriate response or by referring the correspondence to appropriate staff for reply.
  • Attends in-state and out-of-state meetings and conferences gathering pertinent information to share and train Bureau staff. Provides educational presentations to both small and large groups of law enforcement personnel.
  • Assists with the facilitation of the new employee selection process, as directed. 
  • Arrange out-of-state/in-state hotel accommodations and commercial air travel requests for Bureau Director, Deputy Director and other Bureau staff members attending meetings and conferences.
  • Process electronic vouchers paying external vendors for services through Iowa DOT Accounts Payable software application.
  • Develops, designs, edits and maintains office forms, office training materials, and internal manuals using agency programs, so they are clear, concise and professional in design.
  • Works jointly with the System and Administration Bureau to remove, vacate or amend driving record convictions from a victim of identity theft's driving record.
  • Fulfills Freedom of Information Act (FOIA), Subpoenas, Open Records requests for victims of identity theft or title fraud and defense attorneys. 
  • Develop, maintain, and monitor fingerprint/background processes to ensure compliance with REAL ID guidelines.
  • Develop, analyze, and maintain the odometer correction program.
  • Draft procedures for improving workflow in specific areas of responsibility.

Working Conditions: 
This position functions in a professional office environment located in the Motor Vehicle Division Headquarters in Ankeny. This position supports a Director, Deputy Director, and (17) investigators. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, fax machines.

Shift: Monday - Friday 8:00 AM - 4:30 PM, flex schedule available.
Travel: Occasional travel can be expected.
 
Requirements: Must pass a local and federal background check. Maintains highly sensitive confidential records and criminal intelligence related to criminal investigations. Possesses a high level of integrity and security requiring a background investigation administered and approved by the Department of Public Safety (DPS).

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
 

1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time professional-level work in program administration, program development, program research/evaluation, or management.
2) A total of seven years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
3) All of the following (a, b, and c):
a. One year of full-time professional-level work experience in program administration, program development, program research/evaluation, or management; and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) Current, continuous experience in the state executive branch that includes thirty months of fulltime work as a Program Planner (any level), Management Analyst (any level), or Administrative Assistant (any level).
