Job Summary:
ES Integrated is seeking a skilled and experienced Lead Grounds Maintenance Specialist to oversee landscaping, groundskeeping, seasonal maintenance, and mechanical equipment operations at the Federal Law Enforcement Training Center (FLETC). The ideal candidate will have at least five (5) years of experience in grounds maintenance, vegetation management, facility compliance, and seasonal weather operations, including snow and ice removal. This role requires expertise in tree removal, equipment operation, and adherence to federal facility maintenance regulations.
Essential Functions:
The Lead Grounds Maintenance Specialist is responsible for landscape maintenance, grounds operations, seasonal maintenance, and compliance with federal facility standards at the Federal Law Enforcement Training Center (FLTEC) in Cheltenham, MD. Work is conducted outdoors year-round and may be physically demanding. Essential functions of this role are listed below:
- Groundskeeping & Landscape Maintenance
- Maintain grass, shrubs, trees, and vegetation to meet federal, state, and contract specifications
- Perform tree trimming, removal, and stump grinding using industry-standard safety procedure
- Apply soil treatments, erosion control measures, and integrated pest management in compliance with EPA and OSHA regulations
- Ensure proper drainage, stormwater management, and seasonal landscape adjustments
- Snow & Ice Removal Operations
- Plan and execute seasonal snow removal and ice control operations for roadways, sidewalks, parking lots, and facility entry points
- Operate and maintain snow removal equipment, including:
- Plow trucks, salt spreaders, snow blowers, and skid steers equipped for snow management
- Shovels and de-icing agents for pedestrian areas
- Ensure the proper application of de-icing materials (e.g., salt, sand, brine) in compliance with environmental and facility regulations
- Maintain clear documentation of weather response efforts and equipment use
- Implement best practices for snow removal operations, including preventative maintenance on equipment before and after winter seasons
- Equipment Operation & Maintenance
- Operate and maintain:
- Lawn tractors, zero-turn (Z-turn) mowers, push mowers, weed trimmers, and chainsaws
- Skid steers, backhoes, dump trucks, forklifts, utility vehicles, and woodchippers
- Tree removal equipment and stump grinders
- Snow removal vehicles and attachments
- Perform routine maintenance and minor repairs on all groundskeeping and seasonal maintenance equipment
- Ensure compliance with federal safety and inspection standards for all mechanical tools and heavy equipment
- Operate and maintain:
- Facility Compliance & Inspection Requirements
- Conduct monthly facility inspections of grounds, drainage systems, landscaping, and snow removal procedures in accordance with federal site maintenance policies
- Maintain detailed inspection reports on equipment condition, vegetation health, and hazard mitigation
- Ensure compliance with OSHA, EPA, and government-mandated sustainability practices
- Identify and report any environmental hazards, infrastructure concerns, or safety issues to site management
- Leadership & Team Management
- Lead and train a grounds maintenance crew, ensuring compliance with project schedules and facility protocols
- Conduct regular safety briefings and enforce best practices in groundskeeping, seasonal maintenance, and equipment operation
- Work closely with facility managers and federal oversight teams to align maintenance activities with operational needs
Required Eligibility Qualifications
- Valid Driver’s License with a clean driving record (must provide DOB, SS#, DL#, and state upon request)
- Ability to pass a DHS background check for federal site access
- Minimum five (5) years of experience in landscaping, tree removal, snow removal, and heavy equipment operation
- Strong understanding of federal facility maintenance regulations and environmental compliance
- Experience conducting facility inspections and compliance reporting
- Ability to lift at least 50 pounds regularly and perform physically demanding tasks
- Pre-employment and random drug/alcohol screening required (non-DOT)
- High school diploma, vocational school certification, or equivalent experience
Certifications/Training/ Licensure (required but will train)
- OSHA 10 or OSHA 30 Certification (preferred)
- Snow & Ice Management Certification (SIM) (preferred)
- Tree Removal & Chainsaw Safety Certification (preferred)
- Forklift, Skid Steer, and Heavy Equipment Operator Certification (preferred)
- Stormwater and Environmental Compliance Training (preferred)
Work Environment & Physical Demands:
- Frequent exposure to outdoor elements, including extreme temperatures, precipitation, and uneven terrain
- Regular use of power tools, heavy machinery, and safety gear in a high-noise environment
- Ability to lift and carry up to 50 pounds regularly and work at elevated heights for tree maintenance
- Frequent bending, stooping, kneeling, and climbing as part of daily tasks
- Extended hours may be required during snow removal or emergency response operations
Schedule & Work Hours:
Monday - Friday, 7:00 AM - 4:00 PM (subject to change based on operational needs, including snow removal, emergency response, and seasonal demands).
Seasonal overtime and weekend work required based on weather conditions and facility needs.
Security Clearance & Work Authorization:
Must pass a DHS background check for federal site access.
